There needs to be a change in the CJE position in Harlan County. The county is ignored like no other from Frankfort, and the reason, or one of them, is there is little proactive done by the elected leadership to get anything. Roads were mentioned. Harlan County is the only county in the state without a four-lane highway running through it, and we won't have one placed on the 5-year plan. I'm sure there are all sorts of reasons why, and I have a few theories of my own, but it's way past time to give someone else a chance at the top.

Bullet Bob is correct that leadership needs changed in Harlan but he is incorrect that Harlan is the only county without a four lane highway. Several rural counties have no four lane or for that matter very little in the way of good a highway.
